and I would preface my remarks thereon by stating that no case of self interest is involved in them but they are made solely in the interest of the work.

I would point out that my experience in road Maintenance with two of the largest Corporations in Great Britain has been exceptional and under your guidance, Sir, and working zealously and loyally to your ideas I think it not unfair to state that road maintenance in Hongkong has to a great extent been revolutionized during the past few years.

During the past few years there has arisen an Electrical Department employing, at times, as many as 60 men. The extension of the bituminous treatment of roads has further necessitated the training of large gangs of men and the instal- -lation of a Government quarry, without which much done this year could not have been attempted, has necessitated the em -ployment of an additional number of trained men.

This has involved practically the creation of a Works Department, in fact under this system, fostered by you, the City has practically been obtaining (as far as Municipal Work is concerned) what a Municipality would give it, without any of the ill effects which would come from a Municipality in a Crown Colony. My position during this time has been as nearly as possible that of a deputy City Engineer at home and I being (under yourself) in charge of all this work it has been possible to coordinate each branch of it to fit in and complete the other. It has been and is working in a most satisfactory manner. Our Quarry supplies road stone, kerb, sette &c. whilst the waste stone is moulded into street paving and into moulded blocks for the work of the Architectural Office. The Quarry, Wanchai Depot and the Electrical Department are in effect all shops that manufacture and sell to every other Vote, goods that can be obtained there cheaper, or better than elsewhere,
